Spokane County Fire District No. 12 MEETING MINUTES For November 9, 2017
I. CALL TO ORDER: Gregg Wernz called the meeting to order at 7:10 p.m. at the Waverly Town Hall. Commissioners present at the meeting were: Wernz, Charlie Johnson and Tom Pottratz. Also present was Kynda Browning, Secretary, Cindy Carlson, EMS Director and Don Evans, Chief.
II. APPROVAL OF PREVIOUS MEETING MINUTES: The minutes from the October 12, 2017, commissioner meeting were presented. Tom Pottratz made a motion to approve the October 12, 2017, commissioner meeting minutes as presented. Charlie Johnson seconded the motion; all commissioners voted yes.
III. PRESENTATION OF PETITIONS, APPLICATIONS, APPEALS, COMMUNICATIONS, ETC: Tabitha Gale was in attendance and asked if they could take the brush truck around town and have Santa Clause deliver candy to the kids. The commissioners said it was a great idea.
IV. REPORTS FROM STAFF:
Don Evans reported:
~He handed out a list of the calls for 2016-2017. He said it shows the drills x 2 that people attended, and the second column shows the 132 total calls last year. The majority of them was in District No. 2. Everyone was not a member of District 2, so he is in the process of getting an application to District 2 so they will approve paying everyone for all of 2017. He has it set up on the computer separately so we will have the information available at the end of the year.
~He said the tank on the engine 12 -2 is leaking, he will look at it.
~Vince Voelker wants to rejoin the fire department. Charlie Johnson made a motion not to accept an application from Vince Voelker. Tom Pottratz seconded the motion; all commissioners voted yes.
~Don Evans showed the commissioners an updated run sheet. There was discussion and suggestions for changes.
~Don Evans read a sample resolution saying that local governments have to use electricity or biofuel in their rescue rigs. He will research this further.
Cindy Carlson got thermometers for the trucks. She also reported she has had words with some of the EMTS. They would like additional training on things they aren't covering in Fairfield. She listed some of the things.
V. OLD BUSINESS: There was none.
VI. NEW BUSINESS:
A. 2018 FINAL BUDGET HEARING: Gregg Wernz opened the public hearing. Browning went over the final budget. She will present the resolution at the December meeting for final approval. Gregg Wernz closed the public hearing.
B. TAX LEVY PUBLIC HEARING: Gregg Wernz opened the public hearing. There was discussion about raising the tax rate 1%. Tom Pottratz made a motion to approve tax levy Resolution No. 17-1 and 17-2 raising the rate 1%. Charlie Johnson seconded the motion; all commissioners voted yes.
C. COST ESTIMATE FROM AWC RMSA FOR INSURANCE: Browning said she attended a meeting with the Association of Washington Cities Risk Management Pool. They talked about insuring fire districts. Browning asked if she could compare prices with Enduris so the commissioners can compare the two. Charlie Johnson made a motion to approve Kynda Browning looking into the price. Tom Pottratz seconded the motion; all commissioners voted yes.
D. POSSIBLE CHANGE FOR DECEMBER MEETING: The commissioners decided to change the meeting to December 5 at 7:00 a.m.
VII. PRESENTATION OF VOUCHERS, WARRANTS, FINANCIAL STATEMENTS AND REPORTS: Payroll voucher numbers 22051 through 22052 totaling $456.36 and voucher numbers 22053 through 22057 totaling $1,878.21 were presented to the Commissioners for approval. Tom Pottratz made a motion to approve the bills as presented. Charlie Johnson seconded the motion; all commissioners voted yes.
VIII. ADJOURNMENT: Charlie Johnson made a motion to adjourn the meeting at 8:37 p.m. Tom Pottratz seconded the motion; all commissioners voted yes.
