Spokane County Fire District No. 12 MEETING MINUTES For November 12, 2015
I. CALL TO ORDER: Chairman Gregg Wernz called the meeting to order at 7:00 p.m. at the Waverly Town Hall. Commissioners present at the meeting were: Wernz, and Ron Tee. Also present was Kynda Browning, Secretary; Don Evans, Chief; and Cindy Carlson, EMS Director.
II. APPROVAL OF PREVIOUS MEETING MINUTES: The minutes from the October 14, 2015, commissioner meeting were presented. Ron Tee made a motion to approve the October 14, 2015, commissioner meeting minutes as presented. Gregg Wernz seconded the motion; all commissioners voted yes.
III. PRESENTATION OF PETITIONS, APPLICATIONS, APPEALS, COMMUNICATIONS, ETC: There were none.
IV. REPORTS FROM STAFF:
Don Evans reported: ~Gave the commissioners a copy of a burning permit he got from SCAPCA. ~Gave them a copy of the calls for the last year and said the majority of them are EMS calls. ~Said we will get billed for the dispatch calls that were in FD No. 2. ~Talked about the people interested in the EMT classes. ~There was discussion about the trucks. ~Found enough turnouts for David Gale and Scott Haymond, the new firefighters. ~An EMT class is supposed to start in December. Alex Fuchs, Alex Miller, Josh Evans, Reid Evans and Tabitha Gale are going to take the class. After discussion, Ron Tee made a motion to pay for the people interested in taking the class (approximately $1,500.00 per person). Gregg Wernz seconded the motion; all commissioners voted yes.
They talked about having reviews for the EMT's at least quarterly.
V. OLD BUSINESS:
A. AIR PACKS: They haven't called Don Evans back yet.
B. COMPENSATION FOR EMT CERTIFICATION: In the past we paid $500 when the EMT's recertified. The commissioners talked about paying them when they get certified and then a bonus when they re-certify (after 3 years). Ron Tee made a motion to pay $1500 for the people that get certified as an EMT (State and National), pay the existing EMT's $1500 (Jim Carlson, Cindy Carlson, and Beth Tensfeld) and pay the EMT's $500 when they re-certify. Gregg Wernz seconded the motion; all commissioners voted yes.
VI. NEW BUSINESS:
A. 2016 TAX LEVY PUBLIC HEARING: Gregg Wernz opened the public hearing for the 2016 tax levy. Ron Tee made a motion to raise the levy rate for the district and EMS 1%, and approved Resolution 15-2 and 15-3 as presented, that raises the levy rate by 1% for 2016 for both. Gregg Wernz seconded the motion; the commissioners voted yes.
B. FEMA GRANT: Browning told the commissioners that we received notice that we didn't get the FEMA grant for air packs that we applied for.
There was discussion about a larger fire station.
C. FIREMAN DINNER: The commissioners want to have the annual fireman dinner on January 20, 2016 at 6:30 p.m.
VII. PRESENTATION OF VOUCHERS, WARRANTS, FINANCIAL STATEMENTS AND REPORTS: Payroll voucher numbers 21770 through 21800 totaling $15,154.16 and voucher numbers 21801 through 21811 totaling $6,169.97 were presented to the Commissioners for approval. Ron Tee made a motion to approve the bills as presented. Gregg Wernz seconded the motion; all commissioners voted yes.
VIII. ADJOURNMENT: Ron Tee made a motion to adjourn the meeting at 8:31 p.m. Gregg Wernz seconded the motion; all commissioners voted yes.
